Get Twitter to Completely Block Those Who Harass Others

This petition is to get Twitter to do something about harassers. Right now if someone "follows" you on Twitter you can block them. Problem: If your account is public the person you blocked can not see your profile but they can still see all your tweets and they can still contact you through Twitter.  

Twitter in their terms of service says they do not monitor anything in regards to this and you should call emergency services. We want Twitter to completely block the person harassing you meaning they can not send you tweets(no messages to you through Twitter), to block them from sending you DM or Direct Messages(email through Twitter), and for the person who harasses you to not see your tweets(status updates) anymore.

If Twitter cares about your safety they will implement this policy effective immediately so you won't be harassed anymore. Twitter has an obligation to all of their tweeters(members) to ensure when you block someone that the person can not contact you on Twitter in any way, shape and form whatsoever. Twitter needs to start doing something and monitoring serious situations once reported to them,  instead of saying call emergency services(meaning Twitter ignores you right now and refuses to look into it). Twitter at least owes you that if nothing else. It's long overdue for Twitter to take harassment of other followers seriously.
